The Bay of Kotor

Montenegro

Montenegro had provisionally closed 21 of 33 EU negotiating chapters by October 2026; membership in 2028 is the government's target.

  • Superyacht marinas
  • Walled old towns

A deep Adriatic inlet ninety kilometers down the coast from Dubrovnik, the Bay of Kotor has been on the superyacht circuit since Porto Montenegro opened its marina. Medieval walled towns sit at the water's edge, and the coast looks like Croatia's because it is the same coast, minus one thing: EU membership. Montenegro is working toward it.

Montenegro had provisionally closed 21 of 33 EU negotiating chapters as of October 12, 2026. The government's target is membership in 2028, which is a target, not an agreed accession date.

The resale transfer tax is banded: 3 percent up to EUR 150,000, then EUR 4,500 plus 5 percent of the excess up to EUR 500,000, and EUR 22,000 plus 6 percent of the excess above that. Qualifying VAT transactions are treated differently.

Property ownership can support a temporary-residence application, subject to nationality, valuation, ownership-share and permit-history rules, and the law was amended again on October 27, 2026. A purchase price alone does not establish eligibility.
