Why the Maldives

A leasehold resort-residence market built on brand, lease term, and atoll

Market Character

The Maldives is one of the world's most recognizable luxury destinations, but its foreign-buyer property market is not a conventional national housing market. An American buyer is rarely choosing between ordinary homes on inhabited islands. The investable product is usually a beach villa, overwater villa, apartment, or room within a licensed tourist resort or integrated resort, acquired through a long-term leasehold or strata structure. Each island is a self-contained operating business with its own brand, access, utilities, staff, rental program, and underlying government lease. The operator and legal structure are therefore as important as the villa.

Geography amplifies those differences. A speedboat property in North Male Atoll, a seaplane residence in Baa Atoll, and a remote villa in Gaafu Atoll may look similar in photography while serving different guests and carrying different transfer, maintenance, staffing, and resale profiles. The one-island-one-resort model leaves no broad neighborhood market to support value if a resort underperforms. Compare the remaining lease term, operator, access cost, beach and reef condition, owner-use rules, service charges, and resale-consent provisions before comparing price. Airdomo's network is organized around the project and atoll, not a single national average.

The Investment Case

The investment case rests on global luxury-tourism demand, limited legally structured residential supply, strong destination recognition, and scarce private beachfront and overwater product. A well-run branded resort can give an owner personal use, professional maintenance, global distribution, and a share of hospitality revenue without requiring a standalone rental operation. For buyers who value lifestyle as well as return, that combination is difficult to reproduce in a standard city apartment or unmanaged vacation home.

Returns are hotel returns rather than ordinary apartment rents. The key inputs are average daily rate, occupancy, rental-pool formula, operator and brand fees, owner-use nights, blackout dates, furniture reserves, refurbishment obligations, service charges, and airport transfers. A guaranteed-return headline is only as strong as its guarantor and contract. Model a stabilized year, a weak tourism year, major villa works, and a management or brand change before treating projected distributions as net yield.

Most international resort sales and operating accounts are expressed in US dollars, reducing direct purchase-price currency exposure for an American buyer. Dollar pricing does not remove tourism concentration, lease-decay, operator, climate, or liquidity risk. Shoreline erosion, salt exposure, reef health, water and power systems, waste management, and storm damage can create major capital needs. Insurance exclusions, reserve policy, and responsibility for coastal or infrastructure works belong in the model from day one.

Foreign Ownership

Foreigners cannot own Maldivian land freehold. Article 251 of the Constitution prohibits a foreign party from owning any part of the country's territory and limits a foreign lease to a maximum of 99 years. Americans can nevertheless acquire long-term leasehold rights in qualifying villas, apartments, or rooms within tourist resorts and integrated tourist resorts under the Tourism Act and the 2023 strata-leasing regulation. The buyer acquires a registered right to use a specified unit for an agreed term, not ownership of the island or underlying land.

The unit must form part of the resort site plan, have a defined boundary and access, and connect to resort utilities. Its strata lease cannot run beyond the resort's head lease or any sublease, so the actual unexpired term matters more than a reference to the possible 99-year maximum. The strata lease is registered through the tourism regulator; management and rental agreements form part of the contractual package. Access, utility, transfer, sublease, and resale rights depend on the registered documents, lender approvals, and operator-consent provisions.

Due diligence begins above the unit. Independent Maldivian counsel should review the government head lease, extensions, rent and compliance status, any sublease, mortgages and lender consents, the approved site plan, resort licence, environmental and construction approvals, and the lessor's authority. Unit documents should cover price and milestones, handover and defects, insurance, service charges, reserves, owner use, rental terms, default, operator replacement, insolvency, resale procedure, and what happens when the underlying lease expires.

There is no reliable Spain-style percentage for every Maldives closing. A conventional long-term strata-lease transfer is generally outside GST after a 2024 Supreme Court ruling. Buyers should still budget legal and due-diligence fees, the MVR 5,000 unit-registration fee where passed through, developer and bank charges, and consent or assignment fees. A transaction inside a Special Economic Zone can carry property transfer tax, generally 4 percent; Sustainable Township transfers use 1, 2, and 4 percent bands. Confirm the project's zone status, tax allocation, service charges, management, insurance, utilities, reserves, refurbishment, and island-transfer costs.

Note: Buying a resort residence does not automatically create residency or citizenship. The government has announced the Maldives Pearl Residence for launch in the second half of 2026, but its final legal framework, qualifying investments, and application process remain in development and public debate. Treat any residence promise as conditional until the project and transaction are formally approved and independent immigration counsel confirms eligibility in writing. Owners otherwise use the visa status appropriate to each stay; rental income and disposals require separate Maldives and US tax planning.

What's on the Market

Airdomo's Maldives inventory focuses on legally structured resort residences and projects where the head lease, strata pathway, management model, and local advisory team can be verified.

North Male Atoll and Greater Male. North Male Atoll has the deepest international recognition, the easiest access from Velana International Airport, and the broadest pool of speedboat-connected resorts. That supports short stays and easier owner use, but also premium pricing and direct competition between luxury brands. Review transfer cost, aircraft or city noise where relevant, island density, beach width, reef quality, planned expansion, and actual resales. Urban apartments in Male or Hulhumale follow different land and housing rules and should not be treated as foreign-buyable resort residences without a separately verified structure.

Baa, Raa, and Noonu Atolls. The northern atolls contain much of the Maldives' ultra-luxury, low-density residence product. Baa Atoll benefits from the profile of its UNESCO Biosphere Reserve; Raa and Noonu combine remote lagoons, larger islands, and internationally branded resorts. Buyers are usually purchasing privacy, design, and service rather than convenience. Seaplane or domestic-airport links, weather disruption, supply logistics, reef and beach condition, and the brand's global owner network influence rental performance and resale.

Ari, Vaavu, and Dhaalu Atolls. The central atolls offer mature diving destinations, newer luxury projects, surf or marine access, and seaplane-connected residences. South Ari has strong marine-tourism recognition; Dhaalu has attracted large contemporary resorts; Vaavu is more selective and low-density. The case is property-specific. Confirm guest mix, seasonality, transfer time and cost, villa orientation, lagoon depth, house-reef access, erosion history, planned room count, and whether returns are unit-specific or pooled.

The Southern Atolls. Gaafu Alifu, Gaafu Dhaalu, Laamu, and Addu offer greater distance from Male, fewer competing residences, and dramatic reef and island settings. The trade-off is a more complex journey, thinner resale evidence, and heavier dependence on domestic flights and one operator's distribution. These markets can suit a patient buyer who values remoteness, but assumptions for access, emergency logistics, maintenance, staffing, insurance, and exit time should be conservative. Development-scale island or lagoon leases are separate foreign-investment transactions, not ordinary villa purchases.

Frequently Asked Questions

What buyers ask about the Maldives

Can Americans buy property in the Maldives?

Americans cannot buy Maldivian land freehold. They can acquire a long-term registered leasehold interest in a qualifying villa, apartment, or room within a tourist resort or integrated tourist resort. The interest is created by a strata lease, usually with management and rental agreements, and cannot outlast the resort head lease or sublease. Confirm the exact unexpired term, Ministry registration, mortgagee consent, operator-consent rules, and the rights that transfer on resale.

What does it cost to buy property in the Maldives beyond the purchase price?

There is no single national percentage because resort transactions are contract-led. Budget for legal review, the MVR 5,000 unit-registration fee where passed through, developer and bank charges, and possible consent or assignment fees. Conventional long-term strata transfers are generally outside GST, while designated Special Economic Zone transactions can attract property transfer tax, with special bands for Sustainable Townships. Confirm zone status, tax allocation, and whether the quoted price includes every charge. Also model service, management, insurance, reserve, utility, refurbishment, and island-transfer costs.

What does leasehold ownership mean in the Maldives?

A resort residence is normally a leasehold right, not freehold land title. The government leases the island, land, or lagoon to a head lessee, which may grant a registered long-term strata lease over a unit. That lease cannot outlast the head lease or sublease. Review the head lease, extensions, compliance, encumbrances, approved site plan, registration certificate or pathway, and lender no-objection. Lease years already used are gone unless a valid extension is completed.

Can I get Maldives residency by buying a resort villa?

Not automatically. The announced Maldives Pearl Residence is intended to link residence to qualifying investments, but it is being promoted for launch in the second half of 2026 and the final rules, eligible projects, thresholds, and application process remain unsettled. A normal resort-villa lease is therefore not a guaranteed residence right. Obtain written confirmation that the specific project and investment are approved, and have independent Maldivian immigration counsel verify eligibility before relying on residency.

What is the buying-process timeline in the Maldives?

There is no universal timeline. A completed, properly documented unit can move through reservation, KYC, legal review, signing, payment, required consents, and Ministry registration in several weeks. An off-plan residence follows construction and payment milestones and can take much longer. Core documents usually include a sale and purchase agreement, strata lease, management agreement, and, where rental participation is offered, a rental agreement. Release funds only against defined conditions and registration steps.

Can I rent out my Maldives resort residence?

Usually yes, but not as an independent Airbnb-style operation. A strata leaseholder cannot run a separate tourist establishment inside the resort. Rental use is normally handled by the resort operator under a management arrangement and, where offered, a rental-pool agreement. Review revenue definitions, deductions, owner-use limits, blackout dates, allocation, fees, payment currency, audit rights, furniture, maintenance, tax handling, and termination. Confirm whether participation is mandatory and whether returns are pooled, fixed, or projected.

What taxes and ongoing costs apply to Maldives property?

GST applies to covered supplies, and the tourism-sector rate is currently 17 percent. Resort stays can also attract Green Tax, currently US$12 per tourist per day at resorts and comparable establishments. Rent paid on Maldivian immovable property to a non-resident can face 10 percent non-resident withholding tax when paid by a Maldives business, with wider income-tax rules depending on structure. Pricing, rental statements, and exit proceeds need project-specific Maldives tax advice. US citizens must also report worldwide income.

How does Airdomo help with buying property in the Maldives?

Airdomo connects buyers with a vetted partner for the relevant resort or atoll, coordinates verified residence inventory, and supports the advisory layer. That includes independent Maldivian legal review, head-lease and strata checks, operator and management-contract analysis, tax planning, environmental and infrastructure due diligence, handover support, and introductions to banking, insurance, and rental-management specialists. Buyers pay nothing to work with Airdomo. The platform earns a seller-side referral fee when a transaction closes.
