Dominica

The Caribbean island that never built a resort strip, Dominica has long been the choice of divers, hikers and sailors who wanted the region before it was paved. It is rainforest, hot springs, and small villas along the coast, with sperm whales offshore. It stayed under the radar for one reason: it was hard to get to. That is what is changing.

United added a Newark service in February 2025, a dated step in the island's air access. Dominica's 2026/27 budget set a second-quarter 2028 target for completing the new international airport, as reproduced by EmoNews and reported by Dominica News Online. Completion is a construction milestone, not an opening date for flights.

The supply side is small and specific. Secret Bay, the island's best-known villa resort, describes an inventory of 27 villas.

The rules deserve equal billing. Alien landholding licensing and fees depend on nationality, area, intended use and exemptions. Citizenship through real estate requires a qualifying investment in an approved project plus programme fees; official guidance sets a three-year holding requirement, or five years where the resale is to a further citizenship applicant. An ordinary home does not automatically qualify.
